    Отладчик DrWatson

So about an hour ago, I close my Internet Explorer and find a new icon on my desktop which I did not download. So I try to delete it and can't, apparently it's in use even though I had no programs open. It's titled "0.21504149680151075", and after opening it's properties has a description of "Отладчик DrWatson". So I did a little bit of research, and found that DrWatson is an internal Windows debugger which helped lower my worries.

What I am uncertain and concerned about is the Russian part, and that I have never seen this in any operating system. The fact that it appeared after I closed a session of Internet Explorer worries me (no IE bashing please). Here is a screen of the icon (bottom left of the screen) with the details tab of the properties menu:

Any information on whether it's a legitimate Windows debugger or some kind of virus in disguise would be awesome (along with possible solutions to get rid of it if the latter is the case).

Just upload the .exe file to Virustotal.com, it should be able to tell you whether it's a virus or not.

DrWatson is a legitimate debugger but after a little searching it was done away with in Vista and replaced with "Problem Reports and Solutions"(I'm assuming it's the same in Win7) according to this link(http://windows.microsoft.com/en-US/w...d-to-Dr-Watson). It's odd that it's showing partly in Russian though, best I can suggest is try a malware scan and see what comes up. Beyond that I can only suggest searching Google for a "File Unlocker" to force anything that is keeping it open to release it and try to delete it then though that would only rid you of one of multiple problems you might have.
