It is indeed Shadow Bolt assuming that you have no procs available, but most demo locks look at Shadow Bolt and Soul Fire to be filler spells since Soul Fire is your filler during an entire section of the fight. A smaller number of them also include Incinerate with Molten Core as a filler spell since it is also low priority and there are cases in which you may not find time to use all 3 charges due to multi-target dotting, movement, etc.

Shadow Bolt, whilst having a longer cast time, has a higher DPET than a normal Incinerate due to it's Spell Power coefficient, as well as having a low mana cost due to the major glyph, so Shadow Bolt is a much stronger filler.
