The Method M+ Talent recommendations include Halo. Does Halo still aggro and pull enemies that you're not combat with? I'm terrified of using that spell in a dungeon.

Nope, Halo (like Starfall) only hits mobs that are in combat.
Sometimes, the light of the moon is a key to other spaces. I've found a place where, for a night or two, the streets curve in unfamiliar ways. If I walk here, I might find insight, or I might be touched by madness.
Above is correct.
However, do keep in mind that Halo will hit everything in combat, including CCd mobs.
That is important to note especially in keys like Temple of the Jade Serpent, where it is fairly common to CC a mob in the very last trash pack (on Fortified), for example. Halo will absolutely break that CC.
