Server not responding error

Hey fellas, I really need a fix for this "Server not responding" error. I have seen it all over the swtor forums on their website but I have yet so see a fix.
Basically, when I start the launcher and try to log in, i get a red message at the top of the screen saying "server not responding".

I've tried forwarding my ports on my router and i've tried setting inbound rules to allow swtor game client and launcher through the windows firewall, i've also tried running the launcher in safe mode with networking. i've uninstalled my antivirus software ( malwarebytes and spybot SD) and nothing seems to work.
