Nope, those are regular back packs like for school or something. A parachute has a harness that goes around your waist and legs. Looking at the video, there is no harness.EDIT: Just noticed, I think they have parachutes on their back?

I believe 400 feet would be enough, which is only about 40 stories and it appears they are higher than 40 stories up. I haven't jumped out of a plane in quite some time, but from that height I believe if they pulled the cord as soon as they started falling they should be alright, although I'd be more worried about horizontal speed than vertical. If the wind pushed them into a building it wouldn't matter much if the chute opened or not.

No parachutes. Certainty not on the crazy SOB that decided to hang from it and do some pull-ups.
I think if somehow I managed to make it out onto the crane; you would never get me off. In essence I would become part of the crane and you would have to cut a piece of the crane away to get me down.
