I don't know if this is the norm or not, but I believe characters you made BEFORE you upgraded to the CE won't recieve them automatically. You can, however, transfer them across from a new character you make.

Yeah, if they don't appear because you upgraded after making the char, make a new one, put it in the stash, and retreive them that way.
