25 man. It's simple math:

Basically this poster used a simulation to empirically test how long it takes 10 mans to be in full BiS, versus 25 mans being in full BiS.

TL;DR:

The results, as an average of the number of runs needed to achieve Best in Slot gear:

50% BiS
10 man: 7.10 runs
25 man: 4.87 runs

75% BiS
10 man: 13.26 runs
25 man: 8.48 runs

95% BiS
10 man: 30.33 runs
25 man: 17.65 runs

this ignored tier tokens which scews the results a bit and only assumes 8 slots so while it's a basic look i would imagine including tier and all slots would make it a little bit more even but probabbly stil with 25 ahead.
