It depends. Don't try to stream without a processor of i5 standard or higher. I use a medium i5, it does the job but I wouldn't do it with less. Also have at least 4GB RAM available. And a somewhat OK GFX/GPU. And then it depends on what game and with what settings you run it.
I get slight FPS drops in D3 when I stream, but I can play like that without a problem and still enjoy it to the same level.

I'm running a Phenom II X4 955 Black edition @3.6GHz, multiplier OC'd
Also have Radeon 5770 also overclocked to I think, 900MHz core - 1350 MHz memory clocks
Wow runs at around 20-25 FPS at lowest possible settings and 1920x1080 resolution while streaming a 25 man raid. Also Wass says that the stream is watchable quality. It definitely affects my play negatively, but it's actually not that big of a deal when you get used to it.
Didn't try streaming D3, but I suppose it'd also be around 20 FPS too, with the lowest settings (though some settings on a bit higher, like shadows since they're actually better off being a bit higher for your performance)
I hope you have a better PC than mine though, since a stronker CPU is preferred for streaming, especially the i7 series are the best to stream.

I'm running an i5 2500k, a Gtx 560 TI and have 16GB ram. That should be enough to stream, yeah? I've always wanted to do like a variety gaming channel on youtube/twitch for a couple reasons. One because i enjoy video editing and stuff but have no reason to do it, and the other reason I want say.
Not that it matters because I know people wouldn't watch, but still. Might be something to do since I'm always bored =/
