This is exactly what I'm looking for. I need a new processor and video card and I'm torn on what to do.

I don't need max settings (obviously by my choices below) but I want to play WvW. I recently gave my previous computer to my brother and I want this to be at least as good as that one which worked fine for me in WvW. It was a Q6700 and Nvidia 9800GT.

If an i3 3220 paired with a 550Ti will work I'd love to get that. But people keep telling me that GW2 is CPU intensive and to get an i5. Anyone use an i3 and get decent framerates? (And does the fps stay above 10 in dragon fights?)

GW2 in wvw is going to chug a bit with an i3 and a 550ti. If you can swing some extra money, I'd shoot for an i5-3470 if you can, and... just a better video card. The 550ti is nearly two generations old, and pretty weak. A $100 card is better. I'd recommend something like a 7850

WvW chugs even on my system (i5 2500K @ 4.5ghz, 660 Ti). It's like large-scale WoW city raids, even the best computers start chugging because the game just isn't optimized to have so many people on the screen at once, it can't allocate resources properly.

If you intend to WvW a lot but still want to stick to a $500 budget, I would actually recommend the FX6200 (or FX6300) over an i3. The reason being it is higher clocked at stock, more cores (MOAR CORES!@$) and you can actually overclock it with an aftermarket heatsink! The AM3+ otherboard I have recommended is actually not bad for mild-medium overclocks considering it costs $55 bucks.

When you say hold 60fps, do you mean in larger group events? (Not WvW)

I have an i7 2600k @ stock, MSI R7870 OC, 8GB RAM on 1080p and drop to ~30-40fps when I do events like Thaumanova Reactor Fallout, with about 20-25 people.

Is it normal to see that? Or is something up with my system?

I used to use an i3 2130 with my 7870 and it worked fine for 1080p. Larger events and WvW would lag once alot of people came though which was to be expected but in things like sPvP I could easily hold 50+fps.
