game lag on high fps?? maby hard drive will fix?

i have SLI GTX460 MSI 2G EACH 700/1400/1800
im on the 304.7x nvida driver

game fps somthims drop realy low
and somthims with 60 -50 fps the game isnt smooth... if im turn around too look at other places its kinda laggy and fps still on 50-60 fps stable..
everything on max
shadows are - high not ultra
and not supersmalpe

I did notice that if im going map page and zoom in zoom out the game gots realy realy laggyy in the zooming time the fps drops to omg low
i realy dont know why

my rig:
win7 64bit - up to date
intel 5750k 3.3
z77h
crossair 4x2 8G
seasonic ss650w
msi gtx460x2 work in sli



maby its from my hdd? if i will buy ssd its can fix the problem?
