Usually has to do with the game resolution being different than your native resolution. It can be a pain in the ass. Originally Posted by Hetalia

That's usually a weird thing with tabbing out and/or the log-out screen of the program. Some programs have a default resolution for things like load and title screens, and it will tweak to that for a split second before going back to your chosen size. Can mess up layout a ton.
