Oh, it must be a stealth buff then, because blizzard's official 5.1 patch notes make no mention of Mind Sear and Cascade.

It was a hotfix last week; the PTR notes were changed to update the tooltip.

Of course not. I don't see how people are getting confused here. Either some kind of degenerate disease struck last week, or people just can't read anymore.
