Hmm didn't think about spambots, those would still need an immediate ban.
Maybe the mod reviewing a report could identify "gray area" posts (where it is not 100% obvious that the user deserves an infraction) and put them up for vote among other mods.

If you see something against the rules, report it.
If you want to be more involved to help the forum in a greater capacity, apply to be a mod.
If you're unhappy with an infraction, get other mods to evaluate the fairness of the infraction by appealing it on the ban appeal forums (if you're currently banned) or by asking a mod to put up an infraction appeal (if not banned).

We're not going to encourage witch hunts and naming and shaming here. We have proper channels that can handle moderation work fine as is.
