No, they mean different things. Tbh, I'm not really sure how I would rephrase that because I'm not 100% of exactly what you mean, though I do get the gist of it. Maybe something like "Tbh, I was wondering that, because that's what I would think".

You can purchase better/different models from stores or you can get them from random drops. So either it's money or luck! You can also attach some augments (?) to them when you get those drops. I loved having a poison shotgun as a Vanguard in ME1. 8D
