Need computer advice

I've been using a laptop for the past couple of years, but recently i've been having trouble playing some games on high settings. On top of this i have recently started using fraps and am seeing my framerate in many games drop drastically, to the point of the game being unplayable. So i have been thinking of getting a desktop computer, should i build one or buy one complete, what sort of price would i be looking at for a computer that can play most recent games on decent settings while frapsing. I also want to be able to edit videos. Thanks in advance for any advice.

Decent settings + Fraps, I'd suggest a budget for a system (including an OS and Monitor) of about $1000 USD/ CAN
