As fury go ahead and dump rage with cleave if >1 targets, as prot if ultimatum procs or if you dont care about saving rage at that moment. If you're arms dont use it, sweeping strikes is way better and wont leave you enough rage to do it, and if ss is up heroic strike is better than cleave, if you have enough stacks of tfb to justify using it and possibly not having SS up for a second or two (generally you wont have enough rage to heroic strike with ss up)
