Logging In and Out

Could someone explain to me why some of my toons will instantly log out and some make me wait 20 seconds? Same with exiting the game.

Some may be within a city zone or rested zone? You instantly log there.

Outside these sounds, you get 20 seconds timer, unless you are exitting, then you also get a button for instant exit.
