There is like an amazing amount of fearmongering in this thread and a near complete lack of understanding how nukes work.

Alright there has been some chat about miniture suitcase nukes. Miniaturazing nukes is seriously difficult because of the limited amount of explosives available. Nukes aren't dynamite. One of the most difficult part in building a nuke is in building a trigger mechanism. They tend to be bulky and complicated.

The most powefull suitcase tactical nuke built by the US had a 6 kiloton yield. One third of the yield of the Hiroshima nuke.

These toys aren't widespread, accesible or cheap. Also they are difficult to transport and hide etc.

You can cause similar level seismic spikes using conventional explosives. A shit load of it, but it's possible. Atlought it means very little. The area of effect of the seismic shockwave is limited at best and it is also very brief. A small spike.

N.Korea is not serious threat. And military intervention would be silly. The U.S and the E.U need to back China into a corner trough economic pressure and have them deal with N.Korea. China can handle this if they are properly motivated to do so. (Motivation=Their wallets)
