Eh, it's a solution to a problem when it comes to tournaments.
In a tournament, especially a large scale one, the chances of two similar decks meeting is pretty decent.
So, whoever can pull off that deck's mechanic fastest wins.
Legendaries are often added to enhance a deck's core mechanic.
Wizards of the Coast wanted to avoid "whoever pulls their legendary first wins" scenarios, so the Legendary rule forces players to play their decks without necessarily relying on the legends.

Legendaries used to be god awful, but nowadays they run the gambit in usefulness. Not too many legendaries are the reason someone wins a game.
While that can be true, it is also how you use the cards at your disposal or how well you can play against other cards. Luck is only part of winning.

Pretty sure Hoofsie was depressed before you.
Banning legendaries doesn't help the game. The legendaries are simply relegated to a secondary role as a boost, rather than an "I win" card.
Also, for Magic, the skill is in deck balancing and resource management.
