Eh, it's a solution to a problem when it comes to tournaments.

In a tournament, especially a large scale one, the chances of two similar decks meeting is pretty decent.

So, whoever can pull off that deck's mechanic fastest wins.

Legendaries are often added to enhance a deck's core mechanic.

Wizards of the Coast wanted to avoid "whoever pulls their legendary first wins" scenarios, so the Legendary rule forces players to play their decks without necessarily relying on the legends.

Only one copy of any given Legendary can be present on the field at any given time. If someone tries to cast a second, both die.

Technically they are put in the graveyard, neither of them actually die.

Legendaries used to be god awful, but nowadays they run the gambit in usefulness. Not too many legendaries are the reason someone wins a game.

While that can be true, it is also how you use the cards at your disposal or how well you can play against other cards. Luck is only part of winning.

If a legendary card is on the field and another one of that same / similar card enters the game both die.
With that gallery though you can have as many of one legendary out as you want.

Banning legendaries doesn't help the game. The legendaries are simply relegated to a secondary role as a boost, rather than an "I win" card.

Also, for Magic, the skill is in deck balancing and resource management.
