Apparently Sco from Method had to take a massive shit, so he ordered blizz to close down the servers in order for Method maintain their ranking.

Minor fixes can be indeed applied without a world server restart. I don't know if a raid's boss is qualified as "minor fixes" though...

The server restart probably had something to do with that.
