question about DoTs and Procs

Quick question...

I know that when you apply a DoT, it takes a snapshot of your current stats for the duration of that DoT. My question... is that snapshot taken when the cast begins or when it actually lands?

Obviously this doesn't apply to SW:P as it's an instant, but it's been happening often enough that I'll be mid cast on a VT and my Lei Shen trink will proc. I begin the cast without the buff, but when it's actually applied I have the buff. In this case, will that VT be buffed or no?

It happens on-hit (same with projectiles for other classes, IIRC).

In the case you're describing with VT, yes your VT would have the buff.
