Rested conquest point system

Not too long ago I heard from blues that a rested conquest point system that works like the blue exp was being implemented, I know for sure its not currently in the game as my hunter would have a huge cap right now. I looked in 5.3 ptr notes and nothing is being said about it.

Anyone know what happened to it? Or is it just me not looking at the right places ( 5.2 & 5.3 ptr notes )
