Looking for a game..

There was a thread I saw a few months back that I can't find now. It was like post what you are looking for in a game, and have people suggest games that kind of fit what it is you are looking for.

If this needs to be moved later on, I'm sorry I just couldn't find the original.

However. As a fan of the Roller Coaster Tycoon games, I am looking for a City "tycoon" game. I have never played SimCity or Cities XL or anything like that so I don't know if a game like this even exists. But is there a game that has you build a city, and hire police/fire etc. and try to maintain running your city and keep it up to high standards while fires are breaking out or thieves breaking into places and stealing stuff?

I'm sure my description of this game is pretty bad. But if there is such a game, can anyone tell me the name of it so I can check it out?
