Looking for 2nd opinions

I'm not nearly an expert when it comes to computer specs and such, but I'm more knowledgeable than the rest of my family and so I've been helping my cousin look for a laptop for school/gaming. He's got around $1,300-$1,400 to spend. It'll mainly be used for school purposes along with some gaming. He mostly does LoL right now although he's interested in WoW and maybe some FPS games in the future. I know he could get something pretty cheap that will run those but I had at first shown him something like this HP Envy Dv7 and he seemed pretty interested, mostly the idea of running everything on high/ultra settings and possibly streaming even on the less graphically intensive games as to date he's been playing LoL on a laptop that has trouble breaking 30fps on low. Today I just found this Qosmio from Toshiba and was wondering if it looked solid for the pricetag.

The HP one has a cpu & gpu from an older generations while the toshiba is a generation ahead with a wayyyyy better GPU.
