MSI GeForce GTX 650 Ti Boost 2GB is the best price/performance card around the ~$150 mark
You don't really provide any other information, like the rest of the computer specs, resolution played at, which games etc. but either way around that price there is nothing better (the GTX650ti Boost).

You've got to provide us with a bit more, like...what are you expecting out of your gaming/general use experience?
Are you using 2+ Screens? Are you planning to use more than one graphics card?
If you're just looking for a fairly standard, but still capable graphics card, you could do alot worse than this. This is just over budget price for a decently interested PC gamer.
Personally I'm an Nvidia user so I can't just make sweeping general comments on the AMD Radeon series... so... more info!I have eaten all the popcorn, I left none for anyone else.
