Season 4... Just old dungeons and new ilvl?

Is there anyway to have an icon pop up when a target is below 10% (ToD Range) I can't seem to figure it out. I tried tracking a buff called death note but it doesnt show up in pvp.

Shameless self-promotion: check out DeathKnell, which i recently updated to function in PvP. It provides an extra HP bar that hits zero when the target is at 10% HP, and it provides a raid-warning style notifcation on your screen.
BreweRyge: Adds a resource meter for Brewmaster brews, as if they were on a rage- or energy-type system.
Hidden Artifact Tracker: Adds your progress on unlocking the extra tints for your hidden artifact appearance to the item tooltip.
