If I do RF and get some of the runestones, then go do Flexi, same wing can I obtain them, from flexi as well as RF ?
Or is RF, Norms and Flexi all same ?

You get one chance per week per boss for Runestones, so you will only get them in whichever you do first; there's no benefit to running all three as far as cloak progression.
However, do remember you can do not only the last two wings of ToT but the first two of Siege, so there are a lot more bosses to get them off of now.
