    There is a quest to grab it for somebody, in WOTLK.

    I bet you can't remember which one it was though.

    It was in Howling Fjord, IIRC:

    You are sent into a crypt to find an artifact, and when you hand in the quest, Tirion reveals himself (having diguised himself as a cleric) and claims the artifact. The artifact was Ashbringer.

    It's a very sexy weapon and always attracts heaps of jelly when I walk around the shrine with it.

    The Altar of Twilight in the Twilight Highlands is definitely an Altar of Storms; it has the hooded statues and everything. It's simply been... repurposed.

    I... yes I did see the scouter, but when trying to factor it into my calculations of how awesome Genn is... well, let's just say I ran into some issues with the value overwhelming the top end allowed by my equation as I left the 8k range.
