Never expect stability with a PTR. Most likely they're doing what Baracuda said: applying a new patch or perhaps maintenance.

starting the PTR exe now brings up battle net beta and wont even start downloading past 80%... says 0 byte per sec

Well this is certainly interesting.. Maybe it has something to do with Beta. Hopefully, at least.
