Poor performance in Pandaria

My current setup:

AMD Phenom II x4 955 BE (Not overclocked)
MSI HD 7870 Hawk (Factory overclocked)
Corsair 8GB RAM
Single monitor at 1080p on high settings

I'm getting poor performance in newer zones, averaging around 45 FPS but often times dipping into the low 30's. This is during questing by the way, as I would be more understanding if it were in a raid situation. I'm under the impression that my GPU is more than enough, so I'm guessing my CPU might be what is slowing me down. Just looking for some opinions on what would be my best course of action.

I played for years with 30fps, 'poor performance' I would consider something below 10-15FPS on lowest settings.

Best course of action would be to OC the CPU.
