Depends on if their horns are actual bone or not.

Given the wide diversity of horn shapes and sizes, as well as the presence of draenei who don't have horns, they could be something else.

Plus we're talking about a race with cloven hooves, digitigrade legs, tails and face tentacles. Draenei are weird.

In the bottom right corner, the draenei skulls seem to have their "crown" as part of their skull.

But I don't know if it could be another bodily material.

They look like midgets really. Looka t their sizes. Or is Gul'Dan like 15 feet tall? Each skull fits in any of his eyesockets. His freaking teeth are longer than a skull, he can hold 5 skulls in the hand...

Midgets have close to regular sized heads. That's why they look a bit weird proportionally compared to non-midgets.
