My Paladin is human and has her Warhorse & Charger. If I level a Draenei to level 40 (which will get me the cool Exarch's Elekk), can I then access that Elekk on my human Paladin?

Paladin, Death Knight and Warlock mounts are all character-specific spells, not actual, physical mounts. You will not be able to access another race's Paladin mount.
