The announcement is hidden away in Oceanic Gen. Disc. so I'm just giving people a heads up that a Blizz Rep confirmed free transfers between Oceanic Realms.

Free transfers from :

Any US realm -> Any Oceanic Realm, PvE/PvP (except Frostmourne) - Refunded after transfer to PayPal/bank.
Any Oceanic Realm -> Any Oceanic Realm, PvE/PvP (except Frostmourne) - Refunded after transfer to PayPal/bank.
Frostmourne -> Any Oceanic Realm - Use the "Free Character Migration" button.
