Question about level 3 building plans.

I just unlocked the level 3 building plans for the mine. I've already learned the plans but from what I read it should be BoA but when I switch to my other character[ lvl 95 ], it says I don't have the plans. When I hover over the plans, It says I've already learned them. Any idea on why this would be happening?

I think that BoA part means that the building plans are unlocked for all characters now and can be bought from the blueprin vendor once the garrison is level 3.

Besides, even if your lvl95 had the plan, he couldn't use it because lvl3 buildings require a lvl3 garrison which requires lvl100

Yup, it unlocks on all characters but you still have to buy it again.
