OOC procs after 4 piece [RESTO]

Call me crazy but I feel like my OOC procs are noticeably less ever since I got tier bonuses. Am I just imagining it? 4 procs on our 8+ minute fight last night on council...

Did they reduce it once you get the 4 piece or am I just making this *$%^ up?

Nah not changed it as far as I know, the 4 set doesn't grant an increased or decreased chance to proc OOC.
