Japan has boatloads of crime. It is just that the vast majority of it is organized type run by the Yakuza, who take a very dim view of street thug type behaviour. You generally dont get a lot of muggings and petty burglary when the neibourhood syndicate is likely to hunt you down and break both your knees for shitting in their territory.
