Fact is, a lot of girls/women like to dress up their toons in skimpy outfits. Hell, some even use mods that take it wayyyyyy further. But regardless of that, having skimpy clothes is a part of the fantasy - you can be a royal knight, decked in full shiny plate, or maybe a barbarian, sporting only short shorts made of fur and a leather harness - and that applies on both males and females - because what would be more sexist than allowing one, yet disallowing the other?
Blizz seems to be okay with NPCs having revealing armor (dragons aspects, literally all of Suramar population) but when it comes to players, they don't go further than midriffs. Kind of pointless then, to have tattoos and other stuff like that - on lightforged, for example, you don't see their ornaments at all, unless you use some of the vanilla armors - that use 32x32 compressed textures, therefore don't look as good.
