does playing against AI offer XP?

Yes, but significantly less than playing versus other players.

It does give XP, but I think most people go with Quick Match or Brawl because AI can get boring fairly quickly. It's difficult to even learn the strengths of a character sometimes because the AI runs in in a pack and gets eliminated quickly. Easy AI is stupidly easy and boring, Medium AI is a bit smarter and will sometimes chain ultimates to wipe a point, but you generally still win. I only tried Hard AI one time but it was incredibly hard, and it seemed like their health pools and damage were increased and would be difficult for a pug team.
