Mercenary feature was added to address low population times so the NPC appears ONLY when the other faction needs players ..
This feature should be permanent and those who wish to use it while plenty of players are in queue should experience slightly longer queue times BUT allow mecr mode 100% of the time ..

nope. The whole point is to stagger queue time. Having it the whole time would defeat the purpose. And may even make things worse (the whole "X win more" mentality).
When googling 4 letters is asking too much fact-checking.

On topic: I disagree, I find the whole Merc mode really awkward and stale, which is why I want people to use it as little as possible, I'm okay with it if the queues are really long for one faction, and instant for the other.
