According to the tooltip, Bestial Wrath CD is supposed to be reduced by 30 sec when ever I use Dire beast. but I noticed that it only get reduced by 15 sec only!! why is that?

Delete your Cache folder, mine says 15 seconds. Could be old data on your system
It's bugged, the value of % bonus damage from Bestial Fury is also added to the number of second in the tooltip. The same can be said about Unleash the Beast trait in BM's artifact, it will also increase the number of the second. It is always 15sec. Tooltip bug.
usually shows 30 sec if you choose direfrenzy i belive. But yes, its always 15 sec.
