Vendetta "math" question

In this video ( https://youtu.be/JT4e4qFnfoE?t=319 ) it is advised to use Vendetta every time it is available unless exsang/kingsbane are coming off cd with the next 12 seconds max.

Can someone explain to me how the guy in the video came to that conclusion by any chances please?

Probably because it's always best to line up cooldowns, but if you can't, then use them on-cooldown. That is, you want to use them as many times as you can per fight, unless you have to use them at a specific burn phase/add, and if you know how long the fight will take, you can plan whether or not you can save your cooldown or not to line it up with others.

As for the 12 seconds, uh no idea. Someone will have figured it out somewhere, maybe that's just a rough idea.
