Haven't used twisting winds myself because it's extremely bad, but stat stick and spiked tongue ST. Tongue and starlight for anything 3+. Basically you can either replace the tongue or stat stick on multi target. Either one will give similar results. So stat stick starlight or tongue starlight 3+. Reason I say that is because the mastery is so good but you get int and crit which is still good as well multi target. So, close call.
