Bolstering:
When any non-boss enemy dies, its death cry empowers nearby allies, increasing their maximum health and damage by 20%.
Overflowing:
Healing in excess of a target's maximum health is instead converted to a heal absorption effect.
Tyrannical:
Boss enemies have 40% more health and inflict up to 20% increased damage.
Is it the same for EU and US or do they differ, because EU had those 3 last week (the week from 5th to 12th)

This is one of the easiest afixes if you want to do +10, its just some bosses are quite difficult on tyranical +10 since they have guaranteed 1-shots which some comps cant deal with

This actually doesn't look half bad. I can see Tyrannical creating gear checks for some bosses as healer mana becomes an issue. Doing extra damage and not being able to overheal could cause issues.
Wait, does Overflowing proc from HOTs? That would make HOT-heavy healers problematic.
Opposite actually. Resto druids are great for overflowing. Problematic healers are those who can produce absolutely giant heals, example being holy paladin.
Resto shaman have it very easy too as their mastery heals more the lower you and is worse if your health is closer to top off. Basically it doesn't exist for them. Overflowing isn't too bad because at high M+ people take a lot of damage anyway, making it one of the easier affixes.
