Ele shaman changes are once again a stellar display of bad solutions to the wrong problems.

Why is that? Ele is only a bit behind Enh as it is for single-target, and it's significantly better on cleave/AOE. The buffs will likely push it above enh for single-target and it will remain better on AOE. It also has an easier rotation.

Considering single-target damage was the main thing people were complaining about, the changes are pretty much spot on with what people were asking for.

Not according to current sims, and for overall performance in EN, they're only like 6k dps behind enh.

They're about 5% behind enh for ST on current sims, which is fairly close, but their cleave/AOE is better, so that seems pretty reasonable.

Sims cannot be used to stack rank across specs or classes. Enhance is ~10% ahead of Elemental on single-targets in mythic.

In heroic the gap widens to 17%.

Elemental also loses to enhance overall, which of course includes AE/cleave.
