The scientific community has never predicted global cooling. A few scientists suggested it as a possibility, which was quickly ruled out by more evidence.

The most careful cost-benefit analysis work that's been done by people that care about both climate and economics makes it not at all obvious what the best long-run policies are; a carbon tax is an elegant solution and a step in the right direction, but additional policies are non-obvious.

There's much more at play here because there really shouldn't have ever been a debate in the first place. If we are looking at it economically it made much more sense to address this problem when it first became apparent in the 1960's and certainly not later than the 1980s when it needed no extreme solution. Corporate deceit, lobbying, bringing countries together, incompetence, the relatively slow nature of change all mean that now we will be forced into ever more drastic measures.
