Why are caps in combination with earrings on men so common amongst scum?

I realise it's a social culture thing but at what point does someone decide 'I'm antisocial and criminal and I drink during the day whilst driving a scooter , might as well get a zirconia in my ear and a cap with burberry print'.

Even funnier is that it's a subculture that overrules ethnic cultures. No matter the color, cap and earring = scum for all skin colors.
