Will the absence of 0.5% bonus dmg and 0.75% stamina make classes tankier with later gear?

You must elaborate on your logic. How does the absence of things make you tankier?
If anything the reduction of the stamina bonus after level 51 will reduce the "tankiness".

If you're talking about actual tanks, sure, the versatility they get from the proc will make them slightly tankier over time. Just the same way as DPSers get slightly "DPSier" as they get higher procs from concordance.
