Creating a small phased level 1-6 experience in already established locations and then funneling them by portal to one of the existing leveling storylines should be reasonably easy tbh.
Heck Hinterlands could be the starting zone for Wildhammer Dwarves, Revantusk Trolls and even High Elves (it's their only lodge of significant size still standing).
