What if it's the other way around? What if they simply ended up using placeholder titles as the expansion names. In other words, the PH title came first and then they just happened to stick with it for every expansion so far. But it might not be a given that they always end up doing so.

On the old ToV logo letters o and f are clearly not on the same level.

Several of the letters are slightly different heights and vertical positions between the two logos.

Which makes sense if you imagine an animated "Water" filter applied to the lettering, with the pictures taken at different points in the animation, which would fit since the water background behind the lettering is different between the two images.

That said, there's still only a small chance the ToV logo is legit.

o is completely covered by the stroke but the bottom part of 'f' is visible which means it's a lowercase f.
