Doing my bounties and an act IV bounty, Kill Bjortor in the new Lower Realm of Infernal Fate, won't spawn. I killed every mob and scoured the map. Does this just happen on occasion?

Ive had my fair share of bugs doing bounties, often clearing them too quickly and ques get missed
